Frances Horgan is an Associate Professor of Physiotherapy at the School of Physiotherapy, Royal College of Surgeons in Ireland.

She is the Co-PI with Professor David Williams on the HRB Collaborative Doctoral Award, on Improving Pathways for Acute Stroke and Rehabilitation (iPASTAR).

She lectures on the BSc Physiotherapy and taught masters in Neurology and Gerontology programmes at RCSI. Her research interests are stroke rehabilitation and older person rehabilitation. She is a member of the HRB funded Stroke Clinical Trials Network Ireland (SCTNI) and the Irish Heart Foundation Council on Stroke.
